An Early Contractor Involvement (ECI) delivery method that included a three stage upgrade of the North Ward Road from Ingham Road to the CBD of Townsville. All packages consisted of the upgrading of the existing road from two to four lanes, including full depth pavement reconstruction, traffic signals, road lining, drainage works, final asphalt surfacing, services relocations and installations, and extensive landscaping.
Due to the central urban location of the projects, some of the biggest challenges included traffic management, complex service relocations and the impact on the local community and businesses.
Package A: North Ward Road Upgrade (William Street to Ingham Road)
Package A included the upgrade of the two lane sections of North Ward Road between William Street and Ingham Road were to four lanes.
Key highlights of the project included:
- improve safety and traffic flow by upgrading key intersections
- construction of dedicated left and right turning lanes
- signalisation of intersection and the provisions for future traffic lights at the intersection of Stagpole and Percy Streets
Package B: North Ward Road Upgrade (Gregory Street to Heatleys Parade)
Package B included the upgrade of Warburton and Bundock Streets, widening the remaining two-lane sections to four-lanes.
Key highlights of the project include:
- construction of two cul-de-sacs to prevent dangerous mergers
- signalised pedestrian crossing to the local primary school
- realignment and landscaping of a memorial park (Ben Bloom Park)
- signalisation of intersections (Burke and Warburton Street)
- upgrade of various intersection to improve safety for pedestrian, cyclists and motorists accessing the Strand.
Package C: North Ward Road Upgrade (Walker Street to Gregory Street)
Package C included the upgrading of the road to four lanes between Walker and Gregory Street.
Key highlights of the project include:
- A roundabout
- Construction of a new car park
- Footpaths and bicycle lanes
- Construction of cul-de-sacs
- Landscaping
To satisfy the wide community interest generated by this project the establishment of community liaison groups and the provision of timely and relevant information by the Visitors’ Centre, web sites, regular newsletters and innovative SMS communications have been successfully employed.
